
Monica Davalos, Senior Policy Analyst at the California Budget and Policy Center, has a personal motivation for improving public policy around homelessness and housing insecurity.
The daughter of Nicaraguan and Mexican immigrants, Davalos grew up with a single mom and four older siblings. Her family had to move around excessively due to low income and lack of affordable housing. This experience fueled her belief that housing is core to health, stability, and the ability to succeed in life.

With almost 30% of California renters paying more than half their income in rent and more people falling into homelessness than can be housed on most days, Davalos is clear-eyed on where solutions can be found: building up affordable housing stock and appropriately funding homeless service providers. She emphasizes that these goals are achievable if we make them true priorities and allocate resources accordingly.
