Report Addresses Mental Health Needs of Children in Foster Care System Los Angeles is home to the largest child welfare system in the country, accounting for one in 10 foster children nationwide. In May 2006, the Children's Law Center of Los Angeles, with support from The California Endowment, organized the Foster Youth Mental Health Summit at the Center for Healthy Communities.
